From Uncertainty to Opportunity
Leading AI Adoption in the Federal Enterprise
Every federal leader I talk to is under pressure to move on AI. The executive orders stack up. The agency strategies multiply. OMB memos land with timelines that assume your workforce is ready, your policies are current, and your systems are positioned to absorb it all.
Most aren’t. And most leaders know it.
What I hear, off the record, is a more honest version: “I’m being asked to drive adoption of tools I’m still figuring out myself, with a workforce that’s been burned by past transformations, inside a policy environment that changes every quarter.”
That’s a harder problem than the strategy documents admit. And it’s not going to yield to another mandate, another training module, or another prompt library bolted onto the intranet.
Federal AI adoption isn’t primarily a technology problem. It’s a leadership challenge and the leaders who will get results are the ones willing to treat it that way.
The Three Elements That Actually Move Adoption
After twenty years working with federal teams through every major transformation cycle — shared services, cloud migration, agile, zero trust, and now AI — the pattern repeats. Technology lands. Leadership sends the memo. Training rolls out. And then, the tool sits unused, or gets used so narrowly it never delivers the outcomes the business case promised.
What separates the agencies that actually adopt from the ones that merely deploy comes down to three things most AI rollouts ignore.
1. Resistance Is Information
When a senior analyst tells you “I don’t have time to learn this,” they rarely mean time. They mean they’ve spent fifteen years becoming the expert on a process, and you’re asking them to become a beginner again in public. That’s not laziness. That’s a rational response to a perceived threat to their professional identity.
Federal workforces carry deep institutional knowledge…and deep memory of transformations that didn’t deliver. The people slowest to adopt AI are often the ones whose expertise is most tied to the workflows AI is about to change. Treat their hesitation as data, not obstruction. What are they protecting? What would make it safe for them to try?
The answer is rarely “more training.” It’s more often “permission to be a beginner without losing status.”
2. Readiness Beats Compliance
You can mandate tool access. You can’t mandate willingness. Most agency AI rollouts confuse the two.
The measurable signals of real adoption — experimentation, peer-to-peer knowledge sharing, workflow redesign from the bottom up — don’t come from compliance. They come from what I call permission structures: the informal signals inside an organization that tell people “it’s okay to try this.”
Who in your organization has informal permission-granting authority? It’s rarely just the political appointee or the SES. It’s the branch chief everyone trusts. The GS-14 who’s been there twenty years and gets asked “is this real or is this the flavor of the month?” Until those people signal permission, formal mandates produce compliance theater, not adoption.
Map your permission structures before you map your training plan. The training plan will fail if the permission structures aren’t in place.
3. Lead Without All the Answers
Here’s the hardest shift for federal leaders, and the one that matters most: you cannot lead AI adoption by exuding confidence you don’t have.
The strongest move a federal leader can make right now is to model learning in public. Tell your team what you’re trying. Tell them what didn’t work. Tell them what you don’t know yet and how you’re going to figure it out. This runs against every instinct trained into federal leadership culture, which rewards confident expertise and treats uncertainty as a weakness to hide.
It’s the wrong instinct for this moment. When a GS-15 says “I used Copilot to draft this memo — here’s what it got right, here’s what I had to fix, here’s what I’m still unsure about,” that does more for adoption than six hours of mandatory training. It gives everyone downstream permission to try, fail, and iterate without pretending they’ve already mastered something no one has mastered.
Your job isn’t to eliminate uncertainty. It’s to make uncertainty survivable and to demonstrate that adoption doesn’t require certainty as a prerequisite.
What Adoption Is Actually For
That kind of leadership only makes sense if the thing you’re leading toward is worth the effort. And here’s where most federal AI conversations fall short: they don’t answer the question that matters most. What does success look like on the other side of all this?
The dominant frames right now are workforce displacement and efficiency gains. Neither is wrong, but both are incomplete. And if those are the only two stories your people hear, you shouldn’t be surprised when resistance hardens.
Here’s another way to look at it. If AI ends up automating 50 to 80% of what we currently call knowledge work, the interesting question isn’t what happens to the automated half. It’s what happens to the other half — the 20 to 50% that is distinctly, irreducibly human — judgment, relationships, mission context, institutional knowledge, the ability to read a room and know when the answer on paper is the wrong answer in practice.
What if your analysts got to spend two to five times as much of their day on that? What if AI turns out to be the tool that strips out the noise — the reformatting, the summarizing, the first-draft generation, the document search — so that the unique value your people bring to the mission shows up more often and at higher intensity?
That’s not efficiency and it’s not displacement. That’s multiplication. And it’s the frame most likely to move a career civil servant from resistance to curiosity — because it starts from the premise that what they already bring is valuable enough to be worth freeing up more of.
Leaders who can articulate that — and mean it — will get a different kind of adoption than leaders who can only articulate efficiency.
What This Means for Your Next Ninety Days
Federal AI strategy documents tend to focus on governance frameworks, use case inventories, and capability assessments. All necessary. None sufficient.
The leaders who will deliver measurable AI outcomes over the next two fiscal years will do three things the strategy documents don’t emphasize.
They’ll read their workforce honestly — not the survey data, but the actual resistance patterns, and what those patterns reveal about what people are protecting. They’ll identify and activate informal permission structures alongside the formal ones, recognizing that culture moves through trusted peers long before it moves through org charts. And they’ll model the behavior they want to see, including the uncertainty, because pretending to have figured it out is the fastest way to signal that it isn’t safe for anyone else to be figuring it out.
None of this replaces the governance work, the policy work, the procurement work, or the technical work. It makes that work actually land.
The agencies that get AI adoption right won’t be the ones with the most sophisticated tools. They’ll be the ones whose leaders understood that the pace of adoption has to match the capacity of their people, not the capability of the technology.
That’s a leadership challenge. And it’s the challenge in front of every federal leader right now.
