As Vice President of Aviation at Evans, Rob leads the firm’s aviation client portfolio, supports business development across the FAA and Evans’ broader aviation client base, and drives the adoption of new technology across the domain. A 24-year career with the FAA, capped by a senior role leading MITRE’s transportation automation and infrastructure practice, gives him a rare vantage point on what it takes to modernize the U.S. National Airspace System (NAS).
Rob’s path to Evans runs through the top ranks of FAA leadership. As Director of Air Traffic Systems in the Program Management Organization (PMO), he led more than 700 federal employees and a multibillion-dollar portfolio spanning 35 NAS and agency-support programs. Before that, as Director of Integrated Services and Analysis, he ran a directorate responsible for resource management, acquisition support, and program health across the FAA’s NAS enterprise and nearly 100 systems. Earlier in his career, as the PMO’s Senior Technical Advisor, he led the cross-agency workgroup that built the FAA’s first implementation strategy for Initial Trajectory Based Operations — one of the defining NextGen milestones of the past decade.
Across more than 30 years in air traffic management, Rob has represented the U.S. on the ICAO Air Traffic Management Requirements and Performance Panel, helped shape performance-based navigation priorities for the busiest airspace in the country, and held leadership posts spanning the FAA’s Capital Investment Team, Mission Support Services organization, and NextGen implementation offices. He closed out nearly 30 years in the Air Force and Air Force Reserve as a Lieutenant Colonel, earning the Meritorious Service Medal among his many awards.
Rob holds a Juris Doctor from The George Washington University Law School, a master’s in organizational management from the University of Phoenix, and a bachelor’s in professional aeronautics from Embry-Riddle Aeronautical University. He’s also a recipient of the FAA ATO’s NAS First, People Always Award for Collaboration, Partnership, and Success.
